Under Denmark’s taxi licence rules, all commercial transport of passengers in cars (taxis, limousines, chauffeur services and app-based rides) falls under the Taxi Act (taxiloven), in force since 1 January 2018. Operators need a permit for commercial passenger transport, vehicles must meet the requirements for that permit, and every driver needs a chauffeur licence (chaufførbevis). The authority is the Danish Road Traffic Authority (Færdselsstyrelsen). Carrying paying passengers without these is illegal.

We’re often asked by visitors, and by companies’ procurement teams, whether a chauffeur company is “really legal” in Denmark, and how it differs from a taxi. This is a plain-language summary of the rules as they affect passengers. It isn’t legal advice. For the authoritative detail, see the official sources linked below.
The 2018 Taxi Act in brief
- One framework covers taxis, limousines, patient transport and similar services for up to 9 people including the driver. Previously these had separate municipal licences.
- Permits for commercial passenger transport are issued nationally, not by municipalities, according to the Danish Road Traffic Authority.
- Chauffeur licences replaced the old taxi codes on driving licences. Drivers must meet requirements including a clean record and training.
- Pricing must be transparent. Taxis are subject to a national maximum price, updated annually, and each company publishes its own tariff.
Taxi vs limousine vs chauffeur
| Taxi | Limousine / chauffeur service | |
|---|---|---|
| Law | Taxi Act | Taxi Act |
| Driver | Chauffeur licence | Chauffeur licence |
| How you book | Hailed at ranks, phone or app | Pre-booked |
| Pricing | Meter or app price, under the national cap | Agreed in advance |
| Vehicle | Taxi-equipped vehicle | Vehicles meeting the requirements for limousine transport |
The Danish rules also cover ride-hailing. That’s why Uber only returned to Denmark in 2025 through licensed operators. See Uber in Copenhagen.

How to check an operator
- Ask for the CVR number (Danish company registration) and look it up in the official register.
- Ask whether drivers hold Danish chauffeur licences. Reputable companies answer immediately.
- Check insurance. Licensed vehicles carry insurance covering paying passengers.
- Be wary of unmarked “private drivers” advertising on social media or approaching you in the terminal: they are usually unlicensed and uninsured.
